I've quit sf2 after I finished it for a while so I might have forgotten things about the game. I see you are using a cracked version. Well this happens on cracked versions if the version isn't up to date or idk if sf2 added any new anti cheat. But it's probably because of the hack.

It's because you have a modded version, there isn't a fix if you are using an outdated mod
