Why is it that bread in general has a harder outer layer that forces me to cut it off every time I want to eat it?

That's the crust.
It's the best part.

first off all, the crust is delicious
and the crust also protects the bread from drying out
A crust is a beautiful thing.
It's the outer edge and therefore darkens and hardens during baking.
