Hiring Manager wants to "pause" jobs and doesn't want to tell candidates what's going on

I always tell my hiring managers we will not be doing substandard recruiting like this, for all the reasons you mention. We're closing the reqs and notifying the candidates, they deserve to know both from a practical and a human perspective. I am going to look real hard at joining a group that just got "restructured," and from a human perspective it's just shitty to not tell them.
Also, if someone "pauses" a req, that TTF clock starts at 0 when it comes back online.
There’s a logical argument to make here, that you will lose the candidates if you just start ignoring them. Telling them there’s a pause keeps things professional and increases the chance that a candidate will consider your employer in the future. Ghosting them ensures they will not. It’s shitty to do it and it makes the company’s value in the talent marketplace tank.
